Commitment to FSV Fuel Surveillance

Dear Mr. Collins:
PSC has reviewed the letter from Glen L. Madsen to 0.R. Lee dated January 24, 1983 (G-83042) conceraing the modification of the Fort St.
Vrain post-irradiated fuel element surveillance program. The above mentioned letter stated that the elimination of the destructive examination of a Segment 2 fuel assembly as proposed by PSC in P-81322 is acceptable, but ti,at supplemental destructive examinations should be performed.
These examinations were deemed necessary to confirm that kernel migration remains less than the maximum migration limit set forth in the FSAR of 20 microns.
In examination of fuel rods from Segment 1, no kernel migration was observed, and none was expected (metallographic lower detectable limit is 3 to 4 microns).
PSC hereby commits to funding:
- 1) one fuel rod from a cracked Segment 2 fuel element to be sectioned and examined using metallographic techniques to confirm predicted fuel performance (with respect to fuel kernel migration) and, 2) one reference fuel rod from fuel element FTE-2 to be examined in a similar fashion after removal from the reactor following cycle 3.

This commitment is expressly. contingent on the availability of EDE funding for the basic destructive examination (shipping, hot cell disassembly for examination, and fuel element disposal) of both the Segment 2 cracked block and fuel element FTE-2.
