J SNM Control and Accountability; Security Force Training and Qualification Plan; and Licensee's Actions on Previous Inspection Findings.
The inspection involved 103 inspector-hours by three NRC inspectors. The onsite inspection

began during the day shift.

Results: The licensee's progress for implementation of the security program appeared adequate, except for the Personnel Screening Program.
Failure to complete this program could have an adverse impact on a safeguards recommend-ation for license issuance.
This program continues to warrant senior management support and oversight.
Physical security protection and control and accountability of Special Nuclear Material appeared adequate.
The security force requires re evaluation and recertification in accordance with criteria

in the Security Force Training and Qualification Plan.
Total implementation of the security plan is currently scheduled for mid-November 1985.
Security project completion remains demanding but achievable if sufficient resources are devoted to the implementation effort.
