Gentlemen:

This refers to the announced preoperational physical protection inspection

and SNM control and accountability inspection conducted by Messrs. G. Pirtle,

B. Drouin, and Ms. G. Christoffer of this office on August 26 through

September 10, 1985, of activities at Clint,n Power Station authorized by NRC

Construction Permit No. CPPR-137 and SNM License No. 1886, and to the discussion

of our findings with Mr. D. P. Hall and other members of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

exanination of procedures and representative records, observations, and

interviews with personnel.

No violations with NRC requirements were identified during the course of this

inspection. The enclosed report does contain certain findings which must be

corrected and/or resolved prior to fuel load. These findings will be reviewed

during future preoperational inspections. No written response is required

at this time.

This inspection concluded that senior management oversight of the Personnel

Screening Program continues to be warranted. Additionally, a concern

pertaining to the proposed schedule for complete implementation of the security

program has developed during this inspection. Our concerns are addressed in

Paragraph 5 of the report details.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Section 73.21(c)(2) of the NRC's " Rules of Prac-

tice," Part 73, Title 10, Code of Federal Regulations. This information must

be handled and protected in accordance with the provisions of 10 CFR 73.21.

Consequently, our report of this inspection will not be placed in the Public

Document Room. g
