Meeting Summary Meeting on July 11, 1985 (Report No. 50-461/85038(DRP))

Subfects Discussed: A meeting was held with corporate officers of the Illinois Power Company (IP) at the Clinton Power Station Visitor's Cente The purpose of the meeting was to discuss NRC certain allegations received by Region III which have been referred to IP for handling, and to discuss Region III's concern that contractor management is not dealing effectively with management problems which have continued to be alleged. This meeting involved a total of 28 NRC staff hours for 7 NRC personne Results: IP presented a systematic approach for the review of allegations

The approach appeared responsive to NRC concern IP agreed to perform a detailed review relative to certain allegations transmitted by Region II During a tour of the facility, Region III observed extensive improvements in plant housekeeping and noted the high level of construction activity at the Clinton Power Station. Keppler, NRC Regional Administrator, opened the meeting at 1:00 p.m. on July 11, 1985 in the Clinton Power Station Visitor's Cente Mr. Keppler stated that the purpose of the meeting was to. discuss Region III's July 2,1985 letter to Mr. W. C. Gerstner concerning the referral of certain allegations to Illinois Power Company (IP). Mr. Warnick discussed specific Region III concerns regarding certain allegations enclosed in Region III's July 2,1985 letter and the indication that contractor management was not dealing effectively with management problem Mr. D. P. Hall presented actions already taken to address the concerns discussed by Mr. Warnick; presented the programmatic approach IP would use to review the allegations enclosed in the July 2,1985 letter; and committed to review the allegations in accordance with the program presented and to provide the results of IP's review to Region II Mr. Hall observed that IP has already begun to see the effect of actions taken to reduce the present work force to levels required for plant operation Mr. Keppler and Mr. Pawlik, Director, Office of Investigations Field Office, Region III discussed the Safeteam Program in general terms, especially with respect to HRC experiences with the Wolf Creek plant

" Quality First" program and the Fermi 2 "Safeteam" progra Mr. Keppler continued the meeting with a discussion of other topics, including observations made during his tour of the Clinton facility; the status of the Clinton Power Station with respect to readiness for fuel loading; a discussion of recent nuclear industry problems; and planned visits to the Clinton Power Station by the NRC's Commissioner Mr. Keppler then provided the Illinois Attorney General's Office an opportunity to ask questions and make comments. Mr. Samelson and M Hubbard expressed their concern that the NRC determine root causes of the allegations discussed; that the NRC not limit the scope of its review; and that IP increase their level of attention and resources devoted to systems "important to safety". Mr. Warnick acknowledged the Illinois Attorney General's comment The meeting was adjourned at about 3:00 _ _ - - - _ - - - - _ _ _ _ _ - - - _ _ - - - - - - - - - - - - - - _
