Areas Inspected:

Included a review of the licensee's actions and progress for implementation of the security program.

Specifically, the following areas were reviewed: Security Plan and Implementing Procedures; Management Effectiveness -

Security Program; Training and Qualification Plan; Safeguards Contingency Plan; Security Organization; Physical Barriers - Protected Area; Security Program Audits; Access Control - Personnel; Detection Aids - Protected Area; Alarm Stations; Communications; Assessment Aids; and Licensee Actions on Previous Inspection Findings. The inspection involved 23 inspector-hours by one NRC inspector. The onsite inspection began during the day shift.

Results: Total implementation of the security plan has been changed from mid-November to mid-December 1985.

The licensee's progress to date for implementation of the security program, based upon the new implementation date, appeared adequate.

Fifteen inspection findings were closed during this visit; six new findings were identified. Although progress was noted in the Personnel Screening Program, senior management oversight continues to be warranted.

Security control and monitoring of certain areas released to security required strengthening and were not monitored to the level within the security force's capability.

Implementation and demonstration of the security program by mid-December 1985 is achievable if sufficient resources and senior management emphasis is devoted to the effort.
