! On July 29 to August-1, 1985, NMSS/FC representatives accompanied NRC Region.V
.
. Inspectors on an onsite inspection of.the Exxon Nuclear Company, Inc., fuel-
i

fabrication plant in Richland, Washington. The purpose of.the: visit was three-
fold: .(1) to discuss potential environmental impacts associated with the
j operation of a dry process for the conversion. of UF. to 00 ,2'(2) ~to discuss =
i Exxon's upcoming renewal of their SNM' license, and'(3) to allow the staff an
! opportunity to see.the operations at-the' plant.
l' On-July. 29, 1985, a tour was'taken of_the Exxon fuel fabrication facility. The '
l- staff toured the dry conversion. process,.the wet process <line, and the Mixed-
j .: Odde (MOX) and Neutron Absorber-(NAF) facilities.
! On July 30, 1985,- Mr. Nak Urza' of Exxon presented additional information to NRC

staff concerning the proposed license ~' amendment for the' dry conversion process.
Exxon has indicated that the dry process line has a maximum capacity of 1 MT/1
day of uranium thru put.
[ A brief tour of the lagoons,.the Uranium. Recovery, the_ Miscellaneous Uranium
Recovery, and the Gadolinium Scrap Recovery facilities was.taken.
, , Ed Foster of Exxon ~ gave' a brief talk' on current operations -to decontaminate the
MOX. facility. Contaminated equipment, i.e., glove boxes, hoods,'and duct work
will be decontaminated to meet 10 CFR 61. Standards,-encapsulated'in concrete,.

- and sent offsite:for burial. ' Material that does not meet the 10 CFR 61 Standards--
_ will be-placedtin 55 gallon drums'and placed in a' vault for. storage. The objective
, .of the. decontamination operationsLis to clean the MOX facili_ty to meet' standards.~
i 'for.use in uranium operations.

On July 31, 1985, the staff met with Mr._ Steve Lockhaven, Exxon, to review
environmental data covering air, liquid effluent, soil, and sludge.
Exxon provided a demonstration of their non-destructive assay technique to
determine percentage of uranium enrichments of UF 8 cylinders. The purpose of
this operation is to ensure criticality safety in the process line.
On August 1, 1985, the staff met with various Exxon employees to discuss
criticality and radiation safety. Among the topics discussed were criticality
safety of the dry conversion process, criticality safety audits, and industrial
safety.
