MEETING W'.TH SIEMENS POWER CORPORATION ON JANUARY 27,1998 On January 27,1998, NRC staff met with Jim Edgar from Siemens Power Corporation (SPC) to discuss pending license amendments. Attachment 1 is the agenda. Attachment 2 is a list of attendees.
Jim Edgar was introduced to Paul Lain, who will be the new SPC project manager eflective Feb. wry 17,1998, and Michael Adjodha, who is currently reviewing two of SPC's amendments for chemica! safety.

During discussion regard;ng the amendment to authorize a modular extraction recovery facility (MERF), NRC staff asked that SPC send supporting (aformation to justify, by way of engineering analyses, the chemical safety of the storage of the hydrogen peroxide tanks rbove the recommended maximum temperature in the Material Safety Data Sheets (MSDSs). SPC provid6d NRC staff with a discussion (Attachment 3) of what tney consider an acceptable i response for discussion purposes. NRC asked that SPC add an analysis of the local temperature rise in the area of the storage tanks that would be expected from the adjacent boiler. NRC also asked that SPC prov'de a safety analysis of the washing of alcohol soai.ed rags wiu1 nitric acid and the potential for alcohol (from the phase separator) mixing with nitric [
acid in the woher. Two other NRC rcquests to support the MERF amendment are thai SPC (
submit commitments that the ventilation of the hydrogen peroxide storage tanks goes to the outside and that there wih be no combustible material stored in the Weatherport. SPC expects to submit a response to these requests within a week.

Siemens Power Corporation (SPC) has worked dire:tly with Degussa Corporation (the manuf acturer of the hydrogen peroxide to be used in the MERF project) regarding the safety concerns that th's Nuclear Regulatory Commission (NRC) has regarding storage temperatures for 55 gallon drums of 30% hydrogen peroxide.
- MSDS guidelines indicate that storage temperatures should not exceed 100 F. Based on this area's weather history, we can expect only 10-15 days per year that exceed this temperature. However, calculations show that at an arnbient temperature of 116 F (maximum temp. recorded in last 5 years) and an average daily temp. of 85 F, the temperature of the peroxide sclution will not exceed 100 F. These calculations would need to be confirmed by actual testing to verify this.
The consequence for storage of peroxide at higner temperatures is a higher decomposition rate. liydrogen peroxide decomposes into water and oxygen. These products are not hazardous by themselves. However, the gaseous oxygen that is evolved during de.:omposition can support combustion, given the unlikelyhood of a fire. At 100 F, the decomposition rate of peroxide was calculated to be% gms/ day. At 120 F (a temperature not achievable in this areal, the decomposition rate increases to 117 gmelday. This represents only 21.6 grams of additional oxygen liberated at the higher temperature to -
support combustion of only 4 grams of .:ombustible material.
Each drum of hydrogen peroxide is vented to allow the escape of oxygen from the container. This prevents t ta drum from pressurizing, in addition. the storage area is well ventilated to remove any undesirable gas from the area.
Degussa indicates that very few situations have been documented where druns of peroxide have been adversely effected by storage temperature. Even their own storage tanks experience temperatures greater then 100 F with only slight decomposition over several weeks. They did not feel that our storage conditions were a problem.
