j (SPC) met with Licensing Branch staff Mary Adams, Mike Lamastra, and Ed Flack to discuss the status of and issues related to the license renewal.
Items l
discussed included the following:
1.
SPC anticipates being able to relinquish possession of 35 drums of plutonium waste, which has been in storage at the Richland plant for l
i several years, to the Department of Energy for disposal on the Hanford i
Reservation. NRC staff discussed what amendments to the license would 1
be necessary to perform the removal operations and to remove the authorization to possess plutonium waste from the license. No schedule was predicted for submittal of an amendment application, because the agreement with DOE is not finalized yet.

The Lagoon Uranium Recovery and Solids Processing Facility (LUR/SPF) i amendment application has been received, but NRC staff do not believe that the amendment can be completed in time to include with the license renewal. Mr. Edgar indicated that it would be acceptable to SPC to process the amendment after the license is renewed.
3.
The modular extraction / recovery facility (MERF) amendment application has also been received, but, like the LUR/SPF amendment, it will not be reviewed until after the license is renewed.
This is also acceptable to j
SPC.

SPC will reprint the renewal application with one date on all pages, and submit it sometime in September. Then the renewed license can refer to a renewal application with one date.
5.
NRC staff discussed NRC's opposition to the use of new ICRP models for determining compliance with 10 CFR Part 20 ALI and DAC limits.
SPC uses the models on which 10 CFR Part 20 is based, but was anticipating using new ICRP models as soon as the industry develops applicable computer software. NRC staff stated that a rule change or other generic NRC policy statement was necessary before licensees could change to new models. NRC staff also suggested that the fuel industry petition for a rulemaking to allow use of the new models.

NRC staff also discussed proposed license conditions that have been recommended by staff in the draft Safety Evaluation Report. Mr. Edgar agreed to make several changes in the renewal application that may make the license conditions unnecessary, such as removing the authorization to possess uranium compounds at greater that 5 weight percent enrichment and other references to greater enrichment, removing the authorization to adjust DACs based upon model changes, and committing to submit the remainder of the criticality safety analysis (CSA) summaries on a schedule.
