SUBJECT:

SAN ONOFRE UNIT 1 On October 23, 1984, I returned a call from Congressman Bevill.

He stated that friends and colleagues had expressed concern about San Onofre Unit 1. He indicated a substantial amount of money had already been spent on the seismic upgrade of Unit 1 and that the utility had been following Harold Denton's guidance. He stated that the NRC lawyers were now preventing the staff from fulfilling its commitments. He said his call was to make certain that the Unit I restart matter was under attention.

I told Congressman Bevill that both technical and legal issues were involved and that the utility's submittals had been received on both issues and were under review. I said that .

Unit I restart was under close scrutiny, and that -the Commission 1 was attempting to reach a decision. l l
