i EXECUTIVE SUMMARY Turkey Point Nuclear Plant, Units 3 and 4 NRC Inspection Report 50-250/97-02,50-251/97-02

This routine announced inspection was conducted in the area of plant support by a regional safeguards specialist and select personnel from the Office of

Nuclear Reactor Regulation. The specific areas evaluated were the Physical Security Program for Power Reactors and Access Authorization.

o The inspector identified that the licensee failed to officially deny an individual unescorted access, although action taken by the licensee did

effectively deny access. Based on that deficiency, the licensee failed to offer the individual the right to appeal that denial. One violation of regulatory requirements was identified.

o Through licensee corrective action, five individuals were discovered to have access to the site, after they were favorably terminated from

,

Florida Power and Light Company. None of the individuals entered the

,

protected area after termination. One non-cited violation was identified in the area of access control.

(Paragraph S2.1)

o Performance testing of the licensees access control equipment, intrusion detection equipment, and a review of alarm station operations identified

a capable, functional security system within the provisions of the

licensee's Physical Security Plan. With respect to the licensee's

response strategy, the NRC plans to revisit the licensee's response strategies in a mini-0SRE to be conducted the week of May 19, 1997.
