NRC INSPECTION REPORT NOS. 50-250/97-05 AND 50-251/97-05

Dear Mr. Plunkett:

Thank you for your response dated July 31, 1997, as requested by the subject inspection report regarding the identified Exercise Weakness.

We have reviewed the information you have provided and believe your corrective actions should improve the dispatch of Operational Support Center teams.

We concur with your statement that the level of preparedness observed during the exercise did not preclude the effective implementation of the emergency plan in the specific case.

However, we continue to be concerned that the time required for dispatch of the highest priority team from the OSC could impact timely assessment and mitigation action under other circumstances.

It was in this context that the delayed assessment was considered an Exercise Weakness.

Our finding was in accordance with the definition of an Exercise Weakness in the NRC Inspection Manual dated 02/02/96, Paragraph 0610-03 Definitions, i.e.

"A finding that the licensee's demonstrated level of preparedness could have precluded effective implementation of the emergency plan in the event of an actual emergency".

We will examine the adequacy of your corrective actions as implemented during future inspections.
