THE SHIFT SCHEDULING PROJECT In response to your request of February 20, 1985, the CAG has reviewed Pacific Northwest Laboratory's December 1984 draft of " Regulatory Analysis Concerning Operator Shift Scheduling and Overtime in Nuclear Power Plants."
On balance, our review of the cost analysis portion of the contractor's analysis is supportive in that it addresses the full range of potential impacts with clarity and at a sufficient level of detail. Our review does, however, identify a number of weaknesses, and recomends revisions, which in our view, would improve the overall cost assessment.
These are discussed in detail in the attached CAG report.
