a telephone conversation on October 3,1985, that a letter was sent on an i infomal basis to all the utilities by James Tourte110tte asking that they . provide cost estimates. Not all the utilities responded to that informal  ! request. The April 11, 1983, and the June 22, 1983, memoranda identified at i numbers two and four on Appendix B transmitted to the Conenission cost estimates ' from the utilities that responded. Since NRC does not have a standardized accounting system, it was difficult to evaluate the utility responses and, therefore, the matter was not pursued. [ The documents IIsted on the enclosed Appendix C are either being withhold in I their entirety or in part. The released portions of the records are belno  ; placed in the PDR. The withheld records contain predecisional infomation i regarding preliminary consideration of cost analyses of unresolved safety L issues which were not pursued and finalized. This predecisional information is being withheld from public disclosure j U.S.C.652(b)(5))and10CFR9.5(a)(5)pursuanttoExemption(S)oftheFOIA(5 of the Crmnission's regulations. There  : are no reasonably segregable factual portions. l Pursuant to 10 CFR 9.9 of the NRC's regulations, it has been determined that  ! the infurmation withheld is exempt from production or disclosure, and that it*, i production or disclosure is contrary to the public interest. This denial may be appealed to the NRC's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations. U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."
