SUBJECT:
COST ANALYSIS GROUP'S REVIEW OF MODERATION OF PROTECTION OF SPENT FUEL SHIPMENTS - ORAFT COMMISSION PAPER The Committee to Review Generic Requirements (CRGR) requested that the Cost Analysis Group (CAG) review the draft Commission Paper entitled " Moderation of Protection of Spent Fuel Shipments" relative to the treatment of cost considerations therein.
Based on our review, the treatment of costs appeared fairly st.aightforward, non-controversial, and relatively minor in magnitude. However, the CAG was concerned because the draft Commission Paper did not include any comparison of costs and benefits. Without such a comparison, it may not be intuitively obvious to all that the proposed rule change is desirable. The attached report attempts to provide an integrated cost benefit framework. The results of this illustrative analysis lead us to conclude that the benefits associated with the rule change outweigh the likely costs.
