REVIEW AND COMMENT ON REGULATORY ANALYSIS FOR USI A-46 SEISMIC QUALIFICATIQN FOR EQUIPMENT IN OPERATING PLANTS In response to your memorandum, the Cost Analysis Group (CAG) has prepared the attached quality assurance review of the cost analysis contained in the Regulatory Analysis for USI A-46.
In general, cost considerations appear st'raightforward and uncomplicated, and more importantly, since they are relatively minor in magnitude, should not, in our opinion, be subject to great controversy.
Nevertheless, the CAG is concerned that the estimate of a one time utility cost of $33,000 - $126,000 is essentially unverifiable.
In our view, explicit assumptions are needed to allow the reader to assess the reasonableness of the item by item dollar cost
(
estimates offered on page 13 of the regulatory analysis.
In addition, the cost t
of replacing equipment is significantly understated.
