'. In general, the CAG views the cost analysis as very limited in both scope and detail, and as such, is not readily amenable to very specific constructive

} comment on our part. We have however identified a number of coments which if p adopted would, in our view, strengthen the basis for a number of the i conclusions concerning costs that appear in the subject regulatory analysis.
