o ENCLOSURE 1 NOTICE OF VIOLATION University of Virginia Docket No. 50-62 Pool Reactor Facility License No. R-66 The following violation was identified during an inspection conducted on July 22-26, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.3 required that radiation control procedures be maintained. The licensee had developed radiation control procedures to implement this requirement, specifically, the University of Virginia Reactor (UVAR) Standard Operating Procedures (SOPS).

Contrary to the above, UVAR SOPS were not established or adhered to in that:

1. On July 22, 1985, three of four radioactive waste containers in the UVAR room did not have a form attached on which depositions above levels specified on the form are recorded as required by S0P 10.5.A.1;
2. between January 1 and July 22, 1985, daily surveys to determine exposure levels in the uncontrolled areas of the UVAR room were not performed as required by S0P 10.4.B.3; and
3. a radiation control procedure had not been established for the release of materials and personnel from the ' radiological controlled area as required by Technical Specification 6.3.

This is a Severity Level IV violation (Supplement IV).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
