SUBJECT:
SPIRITLAKE/TR0dANPLANTFLOODING In a memorandum dated August 8,1984, you requested that we issue a final SER addressing the effects of flooding in the Columbia River at the Trojan Plant due to a postulated breakout of Spirit Lake.
Attached to your memorandum was a copy of a letter from the USGS to FEMA which showed acceptable flood levels at the Trojan Plant.
However, the USGS in its 4
letter to FEMA made it very clear that the flood level information is provisional and subject to further review and revision until their final report is published.
Until the USGS publishes its final study report, we do not feel that it is prudent to issue an SER based on information that is subject to change.
The final USGS study report isn't expected for several weeks. Assuming that the conclusions of the study, pertaining to flood levels in the Columbia River, do not change from what is discussed in the letter to FEMA, then a breakout of Spirit Lake, if it should occur, would not affect the safe operation of the Trojan Plant.
This is because a flow as high as 750,000 cfs in the Columbia River coincident with a mudflow from the Cowlitz River, wuuld result in a flood level in the Columbia River of only 40 ft msl.
This is 5 ft below the plant grade elevation of 45 ft msl.
(The licensee's analysis showed a flood elevation of 39 ft msl for a Columbia River discharge of 800,000 cfs.)
Since the USGS report will not be published for several weeks, we recommend that j
the licensee comit to the attached monitoring program.

If the USGS conclusions in their final report remain as discussed in the FE.'iA letter, then the monitoring program may be discontinued.
If, however, there are substantive changes, we will address those changes as they relate to the operation of the Trojan Plant. We will provide an SER after receipt and analysis of the USGS study report.

Monitor and record the stage in the Columbia River at the Vancouver gage once every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
2)
Whenever the Columbia River stage is at or above 15.0 ft, the following will be implemented:
(a) On a daily basis, confirm with the appropriate authorities that the early warning system installed to signal an uncontrolled release from Spirit Lake is operational.
(b) Procedures designed to implement emergency measures in the event of a Spirit Lake breakout will be reviewed to confirm that the necessary actions can be successfully implemented.
3)
In the event of a failure of the Spirit Lake debris-blockage, the Trojan Plant will be shut down immediately regardless of the flow in the Columbia River.
