Dear Ms. Bell:

This is in further response to your letter dated May 8, 1985, in which you requested, pursuant to the Freedom of Infonnation Act (F0IA), all documentation pertaining to Anny Corps of Engineers and NRC analyses of the potential for a debris dam blocking the natural outlet of Spirit Lake and affecting the Trojan nuclear power plant and the current status of the permanent tunnel the Corps proposed to install.

, The enclosed Appendix C i<fentifies documents which are being made available

for your inspection and copying at the NRC Public Document Room (PDR),1717 H

, Street, NW, Washington, DC 20555. The documents will be filed in PDR folder F0!A-85-353 under your name. Appendix D identifies documents which the NRC has already made publicly available at the PDR.

Portions of documents 2 and 20 of Appendix C have been deleted in order to withhold the home telephone numbers of employees associated with the Mount St.

Helens/ Spirit Lake alert / warning procedures. Because disclosure of this I

infonnation would constitute a cicarly unwarranted invasion of personnel privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the FOIA (5 U.S.C. 552 (b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations.

Pursuant to 10 CFR 9.9 of the Comission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this dental are the undersigned and Mr. Harold R.

Denton, Director, Office of Nuclear Reactor Regulation.

In our opinion, it is appropriate in this case for you to waive search charges, pursuant to 5 U.S.C. 552 (a) (4) ( A) "because furnishing the information can be considered as primarily benefiting the general public." The Nuclear Information and Resource Service is a non-profit organization serving local organizations concerned about nuclear power and prc' riding infor-mation to the general public. Information required by 10 CPR 9.14a was provided by letter dated August 3, 1984.
