SUBJECT:

DAILY HIGHLIGHT Trojan The USGS and FEMA (Region X) have transmitted a draft report to FEMA Headquarters assessing the potential hazard to the towns of Kelso and Longview, Washington from a breach of theSoirit Lake natural dam on Mount St. Helens. According to the report, the volume of mud and debris associated with this event could exceed-- by a factor of three - that which occurred on May 18, 1980 following the explosive i eruption of Mount St. Helens. The postulated event would result in a aall of mud / water 40 feet high at Kelso - Longview, about 7 miles north of the Trojan facility. The report does not address possible impacts beyond the Kelso - Lcng-view area. The 1980 flood resulted in substantial shoaling of the Columbia River at Trojan, which is 5 miles upstream frem the point where the Cowlitz River enters the Columbia River. However, more than adequate depth was maintained at the Trojan intake structure. The Trojan siren system covers much of the area exposed to the flood hazard; however 21 addition 11 sirens have been installed to cover the Cowlitz and Toutle River valleys to the north and wast of Kelso - Longview. Sixteen instruments and gauges have been installed to ?cnitor the dam and provice verning of a break. Seven hours evacuation tire is available. from the onset of a break. The eru:: tion ind resulting mudflow of February 7 resulted in no sub-stantial rise in lake level. The Amy Corps of Engineers has installed a puroing system to lower the lake level. This syste'n is currently abandoned due to a volcano alert, but should be remanned in a week (tne pumps are located in the " red zone 1. '"nen not pumping, the lake rises 0.1 feet per day, and is currently 12' below critical level (the level at which ash becomes the wall of the dam). 8508150233 850715 I FOIA !l PDR DELL 85-353 pga L
