SAFETY EVALUATION FOR GENERIC LETTER 83-28 ITEMS 3.1.1 AND 3.1.2 The staff has completed its review of your response to Generic Letter 83-28, Item 3.1.1, Post-Maintenance Testing to Verify Operability, and Item 3.1.2, Review of Test Recommendations and Guidance for the reactor trip system components. The staff's safety evaluation (SE) is enclosed.

The staff concludes that, based on the confirmation that post-maintenance l

testing is required for safety related equipment and that such testing ensures the equipment is capable of performing its safety function prior to l

return to service, PGE has satisfied the actions requested by Item 3.1.1.

In addition, the staff finds that PGE has reviewed Westinghouse guidance on post-maintenance operability testing and determined that the facility procedures include, or are being revised to include, the guidance required to demonstrate post-maintenance operability of the reactor trip system and therefore satisfies the actions requested by Item 3.1.2.
