Meeting Details This meeting was held at the request of Region III to discuss the performance of the Palisades plant in the August 20, 1985, emergency exercise', and also to emphasize Region III's concern with the overall performance of the plant's emergency preparedness program. From

Region III's vantage point, the emergency preparedness program appeared to be trending downward. The Region III Branch Chief made it clear to those present, that our Regional Administrator had instructed his supporting managers to take action in conjunction with the inspection staff to determine the causes of a licensee's downward performance, and with the licensee's efforts, put the program back in an effective, responsive mod He cited the licensee's current SALP rating. Also, combining some significant findings in the March 18-22, 1985 inspection with the

performance in August 20 exercise, he stated that the SALP rating for emergency preparedness appeared to be trending downward. Two years ago, Palisades had a Category-1 rating in Emergency Preparedriess. The Plant
