Pursuant to the Freedom of Information Act, 5 U.S.C. 522, as amended, the Nuclear Information and Resource Service requests the following documents regarding a Notice of Violation at the Catawba plant.
Please consider " documents" to include reports, studies, test results, correspondence, memoranda, meeting notes, meeting minutes, working papers, graphs, charts, diagrams, notes and summaries of conversations and interviews, computer records, and any other forms of written communication, including internal NRC Staff memoranda.
In your response. olease identify which documents correspond to which reauests below.
Pursuant to this request, please provide all documents prepared or utilized by, in the possession of,.or routed through the NRC related to:
- 1. Tne Notices cf Violation 84-88-01 and 84-39-01 (associated with Inspection Reports 50-413-84-88 and 50-414-84-39, respectively), concerning " Inadequate Implementation of Quality Assurance Requirements in the Welding Program";
- 2. All " raw data" (g g. telephone interviews, affidavits, notes),
studies, and analyses done by Duke Power Company, the Brookhaven National Laboratory, and other consultants relating to investigation (s) by Duke Power Company in connection with the
" Welder B" issue, and the above-referenced Notices of Violation;
- 3. All " raw data", studies and analyses done by or for the NRC Staff (or its consultants) for the NRC Staff's investigation of the " Welder B" issue and the above-referenced Notices of Violation; and
- 4. The NRC Staff review of the Duke Power investigation and documents related to the investigation.

The Nuclear Ir.fermation and Resource Service is a non-profit organization serving local organizations concerned about nuclear power and p*oviding infor-mation to the general public.
Information required by 10 CFR 9.14a was provided by letter dated August 3, 1984.
The documents requested by this letter will be used by the intervenors, the Palmetto Alliance, in the Catawba operating license proceeding.
Insofar as the information can lead to a full and public airing of issues related to public safety, in an ajudicatory proceeding, the release of such documents will benefit the public living near and around the Catawba plar.t.

This is in partial response to your letter dated April 21, 1983, in which you requested, pursuant to the Freedom of Information Act, copies of any and all agency records and information related to and/or generated in connection with an investigation at the Catawba Nuclear Power Plant in South Carolina in " Concerns of Welding Inspectors (

You stated your request includes any and all records and information concerning the allegations by the site QC welding inspection personnel, including inspections or investigations by any and all regional or Washington divisions, offices or sections of the Nuckar Regulatory Commission.
In partial response to your request, copies of the documents listed on Appendix A are being placed in the NRC Public Document Room,1717 H Street, N.W., Washington, DC where they will be available for public inspection and copying.
