Suer.a ry On or about October 70, 1983, during an open public meeting in Rock Hill, South Carolina where the construction and licensing of Duke Power Cov.pany's (DPC) Catawba Nuclear Station was being discussed, a former DPC welding inspector alleged that Quality Control (OC) welding inspectors had cheated on an esamination by being provided Questions and answers prior to taking the examination.

! The alleger was initially interviewed by an NRC Senior Resident inspector, wbc was attending the public meeting, and encouraged the alleger to preside additional amplifying information.

Based on interviews, there is not sufficient eviance to support the allegation that cheating on QC emaninations occurred. No information was developed that would suggest or support the allegatior. and therefore, the allegation appears to be without trerit.

Bachground On or about October 20,19E3, during an open public meeting in Rock Hill, South Carolina, Harry F. LANGLEY, a former Quality Control (OC) Welding Inspector at DPC's Catawba Nuclear Station, alleged arrong other things, that OC welding inspectors had cheated on QC exarirations by being provided with copies of the test and the answers prior to taking tie r=0;rination,  ;

He said this assistance enabled all inspectors to pass the .uarte.

The alleger was immediately talked to by Jack BFYANT, NPC :-rior Resident inspector, who was desirous of scheduling an interview o *.h LANSLEY.

Review of NPC Reculations and Licensee Comitments A review of pertinent NRC regulations and litersee commitments were conducted concurrently with this investigation. This review disclosed the following regulations and licensee docurents which are deemed pertinent tc this investigation.

It is stated at 10 CFR 50, Appendix B under Criterior. I that the applicant shall be responsible for the estatlishment and execution of the quality assurance procrar. Additionally, under Criterior 11, the applicant, while establishing a cuality assurance program, will provide for indoctrination and training of personnel performing activities affecting quality as necessary to assure that suitable proficiency is achieved and maintained.

Interview of Harry E. LANGLEY (ALLEGER)

On October 25,19E3, Harry E. LANGLEY, former Quality Cor. trol (OC) k'elding Inspector at Duke Power Company's (DPC) Catawba Nuclear Station was interviewed by Bruno URYC, IACS:Ril. UFYC was interviewing LANGLEY regarding technical issues which were to be reviewed by Region 11 technical staff.

LANGLCY provided biographical data to URYC, stating that he had worked at Catawba from April 1977 until April 1978. He said that in October 1977 he )

entered a DC welding inspector class with elever. cine- site employees.

Three of these individuals were welding inspectors, tne other eight were rechanical inspectors. LANGLEY statec that the class wSS si>. to eight weeks in duratior and he said they covered dif#erer sat.'ett s each week.

He said at the enc of each week they were given a test te see if they were

'.earr,ing the material. He said the cla!E was not c;i ; that weil ar.d one day before a test he discovered a cory of a test witt arswers inside his notebcol. He stated the other students had the sa s test and on the following day they were given the exact same test to take for score. He said this practice centinued 'or the duration of the ccurse. Interview of Welding Inspectors in LANSLEY's Class During the conduct of subject invt:tigation it was learned that the three other welding inspectors in LANGLEY's class were: Charles CRISP, Dor KIRBY and Lamar SHERIFF. All threc are still enployed by DP . CR15r is at Catewbr and VIRBv and SHERIFF are workino at the DDC Ocenec hscleer Station, Seneca, SC.

All three were interviewed regarding their knowledge of or participation in cheating on the weiding inspectors exarinations. All three deried they cheated on any erarination. They Pil acknowledged that they had te study to pass and that the course was difficult but they did not receise any assistance from aryone in passir.g the course. Interview of Additional Welding Inspectors During the conduct of this investigation in addition to the welding inspectors and instructors in LANGLEY's class, other welding inspectors who had taken the QC welding inspector course at Catawba were interviewed. All I of these interviewed categorically denie' cheating on the welding inspettor examinations or knowing anyone who cheated. Several mentioned that they felt LANGLEY was disgruntled because he had been terminated for gambling on site, adding that he was being vindictive by alleging that people cheated on the examinations. Many suggested that LANGLEY F.ay have confused the daily quizzes, wnich were given to assist the students in learning the l

material, with the final examinations. These daily cuizzes were corrected and discussed with the students and returned to them to use in preparation for their final eratinations. Welding Inspection, Larry DAVISON, Pro,iect OA Manager, Charles EA'.DWIN, OA Technical Supervisor and Pay HOLLINS, Manager, Construction Services, vehemently denied assisting any welding inspector students on their examinations by providing copies of the test and answers or by any other means. When asked about the daily cuizzes, Ray HOLLINS statec' the questions on the daily cuizzes were " designed to highlight the areas he felt were important." H3'. LINS said he thought the daily cuizzes were retrieved from the students after discussion but he could not be sure.
