          • SSINS #9440 AUG 2 91980 J. G. Keppler, Director, R.egion 111 MEMORANDUM FOR:

FROM: E. L. Jordan, Assistant Director for Technical Programs, Division of Reactor Operations Inspection, IE

SUBJECT:

PIPING INTERFERENCE ANALYSIS (AITS H07002116)

Computerized Interference Elimination (CIE) has a computer program that they routinely use for identifying piping interferences in plant designs.

We believe this technique may be useful in determining the effectiveness

~

with which licensees have responded to IE Bulletin 79-14. A application on a test basis will cost the NRC approximately $ 10,000. contract for Therefore, we plan to have CIE apply their program on a test basis for an operating plant.

The test will be applied to a space containing la.rge and small bore Class I piping and having a volume of 50,000 to 75,000 cubic feet. It will not

be necessary. for CIE to visit the plant, but CIE must borrow full size, -

reproducible drawings from the licensee which provide the following:

1. Definition of the geometry of the space,
2. Location and size of columns,
3. Size and configuration of all piping, cable trays, and conduits, which were not field routed,
4. Size and location of valves and valve operators, and
5. Thermal insulation schedule.

CIE will use this information to identify and sketch any interferences or conflicts for space.

If any interferences are identified, sketches will be forwarded to the region for infomation or action as appropriate. If any interferences involve piping which was subject to IE Bulletin 79-14, we will need to detemine the adequacy of the licensee's response relative to walk down of '

the piping and accuracy of input to the seismic analysis for piping in the vicinity of the interference.

We would like for the region to select a cooperative licensee to participate ir. this effort. The licensee should be willing to ship the necessary drawi.ngs ,

to CIE. The analysis will be completed approximately 30 days after receipt '

of the drawings. The~ drawings will then be returned to the licensee.

We would, like to have your response by September 15.
