TURKEY POINT IEB 79-14 INSPECTION -

POTENTIAL GENERIC ITEMS During our recent inspection of Turkey Point Units 3 and 4 for compliance with IEB 79- 14 requirements, the following problems were identified:

1. The Bechtel generic program for IEB 79-14 does not require an inspection of materials of construction as required by the Bulletin (either research QA records or physical inspection).

Bechtel representatives expressed a concern that this inspection may not be uniformly enforced throughout the regions.

2. IEB 79-14 reanalysis resulted in the identification of an overstressed condition on feedwater bypass piping. This was reported by the licensee on LER 79-040-01T on December 28, 1979.

Action taken by the licensee' corrects the condition for Turkey

, Point and provides for generic implications at Turkey Point.

However, the problem is potentially generic-to all sites whose seismic analyses were performed by the analysts involved. As recommended by your staff, RII RONS Branch is pursuing a possible 10 CFR Part 21 report through the licensee, t
