R'ECOMMENDATION C0fiCERNING INSPECTION AND IMPLEMENTATION REQUIREMENTS OF IE BULLETIN 79-14 A number of concerns on implementation of IE Bulletin 79-14 have been raised by both I&E inspectors and representatives from industry and referred to my staff for comments. Our recommendations in these areas are listed in the attachment to this memo.

RECOMMENDATION ON IMPLEMENTATION OF I. E. 79-14 ENGINEERING BRANCH DIVISION OF'0PERATING REACTORS OFFICE OF NUCLEAR REACTOR REGULATION Method of Inspection When a visual approximation is used for any measurement, an indication, by the specific ineasurement, should be marked on the inspection document. Examples of areas wherethis may apply are listed below:

- Support locations

- Pipe dimension

- Support orientation Clearance between pipe and supports

- Support member sizes i

- Valve cperator orientation I Removal of Thermal Insulation _

Support locations which are obstructed by insulation should be verified by removal of the insulation.

Support details which are obstructed by. insulation should be addressed by the following guidelines t

60 Day period (specified by Bulletin) '

Inspections should include All unobstructed supports required by 79-14 ,

- 5% of remaining supports required by 79-14 -

r 120 Day period ,

Inspec".1ons should include  !

- All unobstructed supports required by 79-14 '

- 10%ofremainingsupports(including 60dayrequirement)

A schedule should be provided with 120 day report defining when the remaining .

supports will be inspected.

Inspection of clearances The intention of inspecting clearances as specified in Bulletin 79-1 4 was to  !

inspect the following:

Gaps between piping and supports Gaps between piping and penetrations Gapsbetweenintegralpipingattachments(e.g.lugsandgussets) j and supports.

l Inaccessible Areas  !

t Areas where inspections are required by the Bulletin but are considered inaccessible should be addressed on a case by case basis. Information concerning the burden of performing the inspection and the safety consequence of not performing the inspec.
