SUBJECT:

SUPPLEMENT 2 TO IE BULLETIN N0. 79-14. SEISMIC ANALYSES FOR AS-8UILT SAFETY-RELATED PIPING SYSTEMS Inspectors, licensees, and architect engineers have asked a number of questions about the intent of requirements in Bulletin 79-14. To provide for uniform implementation by licensees and uniform inspection by NRC, a second supplement to the bulletin was prepared and is enclosed. Positions set forth in this supplement were discussed with the field staff on August 30, 1979. Supplement 2 should be dispatched on September 7,1979, to all power reactor facilities with an operating license or a construction permit.

As indicated in Supplement 2, a number of Itcensees are inspecting their safety-related piping systems against revisions of drawings other than those used as input to the seismic analysis. Architect-engineers are then comparing the marked-up drawings to the model used in the seismic analysis. To obtain

, assurance that these evaluations are competently done, we expect to ask for inspection of each architect engineer doing this work. To scope the inspection offort, we need to know which licensees are using this approach and which architect-engineer organizations are doing the evaluations. Each region is requested to obtain this information and relay it to the headquarters contact by September 14.
