THREE MILE ISLAND UNIT 1 (TMI-1) - INTEGRATED SCHEDULE Introduction LThis memorandum updates the previous one issued on 7/16/84 regarding the integrated schedule and status of TMI-1.

i As requested in the W. J. Dircks memorandum dated May 25, 1984 and the H. Denton memorandum dated May 30, 1984, an integrated schedule has been

- prepared for TMI-1 covering all the remaining activities needed to be i

completed to permit restart.

The schedule.also indicates post-restart activities involved in the power escalation test program to full power and 2

subsequent shutdown.of the plant to permit eddy-current testing of the steam

. generators. _The post-restart activities are noted because, among other l

h things, they involve license conditions related to hearing requirements and

.the pending steam generator license amendment.

The integrated schedules of all of the regulatory actions remaining since LJune 1,1984 affecting restart include five (5) areas of interrelated actions:

Licensing, Hearings, Inspections, Allegations, and Commission Actions.

The listing and schedular information for the detailed work items under each of the five areas have been incorporated-into a critical path type' of

. schedule diagram to define = the significant actions controlling restart; and the. subsequent test program.

The activity work sheets and critical path schedule diagrams are attached.

The status of remaining activities within r

each of.the five regulatory areas is~ described herein.

The Commission has not yet committed to a new restart decision date from its previous target of 6/27/84. =The schedules are the present best estimates by F

the staff pending Commission decisions affecting the restart decision schedule.

A restart decision " spread" of about' 3 months, starting late September 1984 is noted.in Enclosure 1.

There are several activities that are contributing to

.the difficulties in estimating,a restart date.

These are listed in the order of potential impact on plant re. start, assuming that the Commission does not l-intervene until the activity is completed.

ALAB-772 Hearing on Management Integrity (M/I) Issues.

1.

The Appeal Board's 5/24/83 decision, ALAB-772, remanded the management integrity phase of the restart-proceeding on three matters.

The Board Order following the prehearing held on 6/28/84, established a tentative schedule for the start of the remanded hearing for about November-1,1984. The. staff estimates a one month hearing with a subsequent Board decision by March-April 1985 which could be the pacing item controlling the restart schedule if the Commission decided to rely on the Board decision for restart.

The Commission decision pending on ALAB-772 affects whether the remanded hearing will be needed for a restart decison and/or whether the hearing will be stayed.

The enclosed restart schedule assumes that the Commission's immediate effectiveness decision on restart will not rely on the Board decision.

2.

Emergency Preparedness Communications Drill Rerun.

The most likely pacing item controlling the restart :chedule are the connunications deficiencies in Dauphin and Lancaster Counties cited by FEMA during the November 16, 1983 full-scale emergency preparedness (EP) exercise.

These need to be corrected t'o FEMA's satisfaction to permit the'NRC staff to complete its certification to Commission for restart.

The EP communication drill for these counties needs to be rerun.

The staff's letter to the Commission regarding its effect on restart has been issued on 6/25/84.

If present schedules for the next exercises are followed, the Lancaster County rerun would be conducted in October 1984.

I&E's certification memo based on the FEMA evaluation (if favorable) would likely be issued in November 1984 This would permit a Commission decision in December 1984.

The licensee, Counties, FEMA and the State of Pennsylvania are now working towards an expedited schedule for the exercise rerun.- Alternatively, the Comajssion could consider restart prior to certification with a 5% power level hold until this issue is closed.

Operation of the Steam Generators

/

The next item controlling the restart schedule is the authority to issue the license amendment to permit operation of the steam generators.

The Board's decision expected in September 1984 following the July hearing will nullify the need for a Commission decision that is pending on the no significant hazards consideration issue.

Under this assumption, the steam generators could be authorized for operation by the end of September 1984 without a Commission decision.

Final Director's Decision on the UCS 2.206 Petition on Emergency Feedwater We estimate that the delays and unresolved environmental qualification (EQ) matters on the EFW system will slip the NRR Director's decision

3 to about 9/24/84, several months beyond our original target.

EQ audit deficiencies found by the NRC staff during 4 previous audits have only recently been resolved by GPU and verified by the staff during an 8/6/84 audit.

The subsequent activities involving NRR (DE/DSI/DL), the NRR Panel, OELD, and Regi'on I will taken another three weeks before the Director's decision is ready for management concurrence.

A briefing on this. issue before restart was requested by the Comission on 4/24/84 A

Commission briefing will be scheduled after issuance of the Director's decision.

Filing of Staff Response to Commission Order (6/1/84) on Management

. Integrity (M/I) Issue (Completed)

The parties including the staff, filed its responses on 7/26/84 to the Commission's Order related to ALAB-772 to 7/26/84.

The staff also submitted its SER on M/I (NUREG-0680, Supp. 5).

Nine OI reports have been evaluated by the staff regarding M/I, The pending Commission review and decision affects the ALAB-772 hearing noted above, and may affect the current. license conditions proposed for restart.

Resource Problem Highlights 1.

Region I Resources Regarding post-restart activities, Region I's recommendations for increased surveillance during power escalation testing from 2 shift to full shift coverage) will require supplemental manpower. A forthcoming power needed (gion I to H. Denton, will describe the additional man-letter from Re for assistance from Region II and III (2 persons each)gion I request about 9 man-weeks) in addition to4he Re and EG&G, Idaho (2 control room operator examiners).

Total supplemental assistance of about 29 man-weeks is needed. -

The licensee is planning to conduct its management review after reaching specific " flag" points (hot functional testing completion, final heatup; criticality; 48% power,100% power) before proceeding to the next step.

Region I is recommending that NRC also provide approval for the plant proceeding to next power level testing program.

We need to decide on

' the regulatory steps needed to implement this recomendation (e.g.,

Confirmatory Orders).

. 2.- : Licensing Manpower:

Several delays have occurred during our review of the UCS 2.206 Petition on the Emergency Feedwater System.

These were caused by the licensee's failure to resolve the environmental qualification problems identified during the four staff audits.

The result has been to carry the 2.206 review into July and August, competing with other work that the PM (J. Van Vliet) has to do which includes, among other things, the final certification to the Commission.

Harley Silver will continue his activities on TMI-1 in addition to his new assignment as PM on Crystal River 3.

Since Owen Thompson, the third TMI-1 PM, will be on a long-planned extended foreign leave from 7/16-9/1/84, an experienced full time replacement (D. DiIanni) has been assigned to assist in managing PM activities.

The licensee decided to plug the affected tube.

The staff concluded that the licensee's findings did not affect the staff's earlier Safety Evaluation conclusions.

All of the 01 reports related to TMI-1 restart have been issued including the. report on changes in operator testimony at the GPU v. B&W Trial regarding the HPI initiation and throttling at the time of the TMI-2 accident.

o An NRR report to Region I on the allegation regarding inadequate Fire Brigade Training at TMI-1 indicates that the Fire Brigade Training meets current rules applicable to TMI-1.

The Region I closeout schedule is 8/30.
