SUBJECT:

ADDITIONAL FY84 FUNDS NEEDED FOR COMANCHE ~ PEAK FOR EVALUATION OF SELECTED NRC OPEN ITEMS BEFORE PLANT FUEL LOAD, FIN PLAN CHANGE NO. 14 Enclosed are revised or new PIDS for the following FINS to " evaluate NRC open items at Comanche Peak before plant fuel load: A-6819 (INEL) and A-0802 (LLNL)' to support NRR, A-6821 (INEL) to support Region IV and N-1007'(UNDES) to support 01, IE and ELD.

Based on the enclosed memorandum " Revised Mid-Year ResoJrce Estimate" dated May 29, 1984, we are requesting additional FY84 funds in the amount of $2,250K -

for certain Near Tenn Operating License (NTOL) reviews and certain operating plant reviews for the remainder of FY84.

The additional resources will be used as follows:

Comanche Peak: 51,250K or 10 PYS in FYB4 to be broken down by Office and Region, based on the enclosed assessment of additional resources needed for Comanche Peak by the SES Project Manager (T. Ippolito), " Comanche Peak Plan for the Completion of Outstanding Regulatory Actions," dated May 1984, in the following manner:

1 OIE/01/ ELD 300 70 Region IV 250 70 NRR 700 40 This breakdown of resouces by Office / Region is preliminary and is expected to be revised as work is completed and/or new work is identified in the months ahead.

The overall estimate of $1,250K for Comanche Peak is not expected to change unless the evaluations conclude the-existing situations at the plant are not acceptable to the staff.

'. -e Other NTOLs (Wolf Creek, Diablo Canyon 2, Byron 1, Limerick 1, etc.) and operating reactors (San Onofre I and TMI-1 restart): $1,000K or 8.0 PSYs to be-broken down by Office and Region at a later date based on the plans developed by the SES Project Manager for that plant. These plans are due near the end of June 1984 The breakdown for NRR will include Casework, SEP (San Onofre 1) and OR (TMI.-1).

Waterford 3: $250K in Casework which we are not requesting because these

'funos have already been provided to DL from the NRR Reserves _.

The above funds were identified in the memorandum, " Revised Mid-Year Resource Estimate," dated May 29, 1984, as NRC funding requirements. The DL request for all,these : funds is based on the technical assistance coordinating role TAPMG/DL is performing with your concurrence for the Comanche Peak SES Project '

Manager. DL will coordinate with PPAS and the SES Project Manager to identify the technical assistance funds needed by the other Divisions, the other Offices and the Regions to support the work at Comanche Peak and to transfer these funds as needed to them by the appropriate reallocation request through PPAS.

These requests including the PIDS changes would be concurred on by myself and the Comanche Peak SES Project Manager and PPAS would certify the funds. Based on the enclosed Comanche Peak Plan dated May 1984 and the Comanche Peak Resource Needs Sumary, we believe that the funds identified for Comanche Peak above will be expended in FY84.

Because of uncertainties, with the other NTOLs, I am requesting that you hold the $1,000K funds for them in the NRR Reserve Fund until the plans are developed by the SES Project Manager and proper statements of work are developed and appropriate contractors are selected to do the work.

We presently estimate that amount of $200K (Casework) and $75K(Management Support) is needed imediately to authorize and fund work for Comanche Peak which is to start before the end of June 1984 The basis for this work is explained in the enclosed memorandum on Comanche Peak and in an ED0's memorandum dated March 12, 1984, on " Completion of Outstanding Regulatcry Actions on Comanche Peak and Waterford." These funds are not available in the DL FYB4 Approved FIN Plan.
