TECHNICAL ASSISTANCE FUNDS HEEDED BY REGION IV.TO REPLACE FUNDS EXPENDED FOR WATERFORD 3 TO SUPPORT HIGHER THAN EXPECTED LEVEL OF EFFORT OF C6MTRACTOR (INEL)

. Region IV has expended approximately 5100K in technicil assistance level of effort at Waterford Unit 3-through ccntract FIN A-6701 in the last two months.
This level of effort is about $60K greater than had been orginally planned for

.Waterford 3 but which was needed by you to complete outstanding open NRC activities needing action before plant fuel load.
We request that you provide Region IV with the $60K which we had not orginally plan to expend,at Waterford 3 to support you.
These funds are needed for FIN A-6701 to ptfoiide a needed level of effort at Wolf Creek 1.

, COMMENTS ON REGION IV PROPOSAL FOR WOLF CREEK 1.
I think an NRR manager (Karl Kniel?) should take control and be assigned the lead role to manage the completion of all activities required to grant a license.

I agree that both Region III and Region IV should support the NRR lead manager by identify 1ng and implementing inspections.
Especially, John Neisig (Region III), who was the Sr.W;ica I at Callaway for constructionf should be made available.
Also IE should support the NRR

lead manager with resources to help prioritize the inspection packages.
3.
I think Region IV is underestimating the effort that will be required to followup allegations.
KG&E's " Quality First" program is capable of thoroughly investigating and resolving a relatively small percentage of the allegations before fuel load.
More allegations should be expected.
NRC will need resources to deal with this problem.
4.
The other recommendations for continuing with EG&G and using Region IV resources from Waterford and Comanche Peak seem reasonable.
- However, I would get Region IV to specifically identify these resources ASAP so i
that they don't get diminilshed.
