Memorandum dated May 29, 1984, from H. Denton, NRR, to L. Barry, Director, ORM, " Revised Mid-Year Resource Estimate" The overall management coordination by NRR to complete outstanding regulatory actions on Comanche Peak and Waterford 3 was set up on March 12, 1984, in the referenced memorandum from W. J. Dircks. Since then significant technical assistance funds have been expended by Region IV on these plants to support this effort.

My staff has identified $180K needed by Region IV to continue their technical assistance efforts. This is $120K for BNL to evaluate allegations on coatinos at Comanche Peak and $60K (see enclosed referenced memo to D. H. Crutchfield) to make up for higher level of effort expended at Waterford 3 than originally planned by Region IV. This $180K requested for Region IV is in addition to the $2,500K requested for NRR, in my memorandum to you dated May 29, 1984, referenced above.
We request that you provide $180K immediately to Region IV. This will allow BNL to provide assistance for Comanche Peak during June 1984

REVISED MID-YEAR RESOURCE ESTIMATE As a result of the NRC management meeting on May 18, 19,84, we have ieanalyzed.
the NRC funding requirements for Near-Tem Operating License (NTOL) and certain operating plant reviews for the remainder of FY 1984 Based on our most recent analysis, the NRR mid-year resource request that was submitted by Jesse Funches to Dr.THner on ADH1 28, 1984 should be increased by 52,500K.
A markup of Exhibit 1 of the ApH1 23, 1984 is enclosed, ~which reflects this increase and other changes sinc April 23, 1984. Note that the resources identified included our best estimate of the effort needed for licensing reviews and inspeu. ions.

There remain a number of issues thatTeR to be resolved before the staff can make its licensing decisions. The issues remaining for these plants are quite complex and span more than one Office.
In order to assure the overall coordination / integration of these issues and to assure issues c-~
are. resolved on a schedule to satisfy _ hearing and licensing decision needs. ~
I am. directing NRR to manage all necessary NRC acticns leading to pro =pt licensing decisions.
Darrell Eisenhut, Director, Division of Licensing, NRR...
is being assigned the lead responsibility for this activity.
He will ec rdinate the efforts cf NRR, IE, and Region IV, and will coordinate this actiyity,with OI and OELD.
Prior to any of the affected Offices undertaking hajoY ac,tivities (e.c., inspections) or naking decisions on these plants.
- htt activity should be concurred in by NRR.
We are presently in the process of assigning a dedicated senior manager to assist Mr. Eisenhut in the management of these activities.
The first phase of this program will be the identification of issues seeded,
to be resolved for each plant prior to hearing and licensing decisions.
l Once the issues-have been identified a Program Plan for resolution of each item shculd be develeped and im;ilemented. The Program Plan should ad'dres's '
the secpe of the werk needed, the identification of the responsible line crganization, and ' he schedule for completion.
In principle his effort l
will therefore be similar to the effort undertaken regarding the allegatien l

i' anticipate that the approach utilized here will be necessary for a number of upccming OL projects, and am directing NRR to take the lead for ctrrying cut this activity.
