SECTION 4.2.4.2 AtlD BASES In the course of our review of a Technical Specificat' ion Change (Section 4.2.4.2) request from VEPC0 for their North Anna plants, we discovered that a change should be made to Section 4.2.4.2 of the. Standard Technical Specifi-cation for the Westinghouse plants.
This change has been discussed with Westingnouse, VEPC0 and various members of the ?!RR Staff.
The enclosure states the change and the justification for making it.
We recommend that this change be made to the Westinghouse Standard Technical Specification as soon as possible, i

' 9; ENCLOSURE In the course of our review of VEPCO's request for a change to Section 4.2.4.2 and the Bases, we discovered that the wording of this section in the Standard Technical Specification is ambigious. We propose to change Section 4.2.4.2 to read.
"The QUADRANT POWER TILT RATIO shall be determined to be within the limit when above 75 percent of RATED THER!tAL POWER with one Power Range Channel inoperable by using the moveable incore detectors to confirm that the normalized symmetric power distribution, obtained from 2 sets of 4 symmetic thimble locations or a full-core flux map, is consistent with the indicated QUADRAUT POWER TILT RATIO at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />."
The Current Standard Technical Specification reads "obtained from the 4 pairs of symmetric thimble locations" and makes no mention of a full core map as an alternative.
The same change will need to be made to table 3.3-1 Action 2d.
To eliminate any possibility of misunderstanding we propose to add to the bases a short pharagraph such as the following:
"For purposes of monitoring QUADRANT POWER TILT RATIO when one excore cetector is inoperable, the moveable incore detectors are used to confirm that the noinalized symmetric. power distribution is consistent with the QUADRANT POWER TILT RATIO.
The incore detector monitoring is done with a full incore flux map or two sets of 4 synnetrics thimbles. The two sets of 4 symmetric thimbles is a unique set of 8 detector locations.
These locations are C-8, E-5, E-ll,
H-3, H-13, L-5, L-ll ~, N-8.
This change is needed because the wording "four pairs of symmetric thimbles" does not define a set of thimble locations useable for monitoring QUADRANT POWER TILT RATIO.
The unique set of 8 thimble locations is what was intended by Westinghouse and it is the set that should be used.
If one of these 8 locations is inoperable a full incore flux map would give the same results and thus should be an option.
