SUBJECT:

INTERPRETATIO!.' 0F TECHNICAL SPECIFICATIONS in the V. C. Summer Technical Specifications Table 3.3-1, action statement 8 is called out three times.

This states in part that "...one channel may be bypassed for up to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> for surveillance testing per Specification 4.3.1.1, provided the other channel is OPERABLE...." The licensee is interpreting this to mean that you may be in bypass for only 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> TOTAL out of every month (31 days).

At this pre-sent time, the licensee can meet that interpretation for their Technical Specifi-cation surveillance; ho ever, we have asked for additional testing of the reactor trip breakers which would cause them to exceed 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />s-TOTAL every month (31 days).

The licensee is delaying approval of the additional testing until they know that neir interpretation is wrong and that they will not be violating either Technical Specifications or Technical Specification bases by performance of the additional testing.

We recuest your response by Wednesday, June 8,1983.
