REVISION OF FARLEY TECHNICAL SPECIFICATIONS ON ENTRY INTO HIGH RADIATION AREAS (TAC #12502) l F The Radiological A.ssessment Branch has reviewed the October 9,1979 submittal of the Alabama Power Company's requested changes to Farley Nuclear Plants Standard Technical Specifications (STS) relevant to administrative controls of high radiation areas. The basis for APCo's request is that the regulations and l the Farley. STS are too ambiguous in this regard. For example, positive control requirements for entry into greater than 1000 mr/hr high radiation areas located within PWR containment wh'ere it is not reasonable to provide locked enclosures-are not addressed specifically in the regulations nor STS. Delineation of l such high radiation areas within a larger high radiation area is therefore not clear. Our position on this issue in the form of a modified STS and our Safety Evaluation is attached.to this memo. Attachment 1 of the Safety Evaluation are f. the changes to the Farley STS that have been submitted by Farley that we have i found to be unacceptable.' Attachment 2 is our version of the STS that address the concerns of the licensee in a manner that we find acceptable. This review was performed by S.
