December 18, 1984 NOTE T0: Bob Erickson FROM: Joe Bunting We are currently reviewina the report of DOE's Advisory Panel on Alternative Means of Financing and Managing Radioactive Waste Facilities, prepared in response to Section 303 of the Nuclear Waste Policy Act. Cocies have been circulated to other NRC offices (see enclosed memoranda) and Fuel Cycle, but we now reccanize that there could be safeauards concerns with the Danel's recomendations and request your assistance in reviewina the study as well.

. Also enclosed is a review of the recort recentiv trerarec for us by Aerospace. Note that Aerospace refers to all cf tr.e alternative organization forms as "FEDCORP," whereas tne ;anei rec:rt uses the term in soecific reference to a public corocrati:n for ana;ing the waste orogram.
