the Sacramento Municipal Utility District hereby submits a thirty-day report of Licensee Event Report-83-16.
-During surveillance testing on snubbers, a number were found to fail the accep-tance. criteria as provided in surveillance test SP 201.10B.

-The above snubbers are being reworked to meet testing criteria per surveillance SP 201.108. The initial failures were reported on March 31, 1983.
Rancho Seco is currently in a major outage for refueling and installation of numerous TMI-related modifications as directed by NUREG-0737.
During this-yeriod of time, it is intended that 'as many snubbers as possible will be tested and reworked.
For this ~ reason, it is possible that there will be 'more snubbers j
that will fail to pass the surveillance. The District discussed this with the 4
'NRC site resident inspectors and the following course of action was decided on.
The District will report any additional failures in a single report at the end of the current outage, as a revision to this LER. This will-provide a more i
effective mechanism for review of the items -identified by consolidating the data in a single report.
In addition to the direct corrective action of reworking all failed snubbers to meet their acceptance criteria of SP 201.10B, surveillance" inspection SP. 201.10A will be performed prior to coming out of cold shutdown.
There were no effe' ts on public or plant safety resulting from this event.
