.NRC STAFF EXPLANATION OF THE HEALTH AND SAFETY DASIS FOR PROHIBITION OF ELECTRONIC ENTERTAINMENT DEVICES IN NUCLEAR POWER PLANT CONTROL' ROOMS On October 20, 1986, the' Director of the Office of Inspection and Enforcement (IE) issued an Order to the Northern States Power Company (Licensee) to show:cause why its operating license should not be modified l to prohibit the use ' of " electrical or electronic entertainment devices" in the control rooms .of the Prairie Island and Monticello nuclear power plants. A number of control room operators at Prairie Island, as well as Local 160 of the International Brotherhood of Electrical Workers have re-l quested a-hearing on the show cause order.
On February 13, 1987, the Commission issued an Order directing the NRC staff (Staff) to submit by T.! arch 6,1987 "a detailed explanation of l
the health and safety basis: for the Staff's show cause order. According to the Commission, it will "either withdraw the order and dismiss the pro-ceeding or rule on the request for hearing," based upon the Staff's e
