SUBJECT:

MISSING PIPE WHIP RESTRAINTS AT HATCH UNIT 2 (TACS # 51908)

The Operating Reactors Assessment Branch has reviewed the Georgia Power letter of June 28, 1983. This letter describes how certain pipe whip restraints were not installed as designed and described in the Hatch Unit 2 FSAR.

Task Interface Agreement 83-67 was developed to assist Region II in their review of the licensee's 10 CFR 50.59. determination that plant restart and continued plant operation was acceptable prior to installation of the subject pipe whip restraints. We agree with the licensee that plant startup is acceptable. We understand that the licensee will install all subject pipe whip restraints on or before Decenber 31, 1983. However, based on the licensee's analysis, the licensee has decided not to install the pipe whip restraints on the control rod drive feedwater return line.

Therefore, with the attached safety evaluation, the ORAB portion of TIA 83-67 is complete.
