On June 23, 1983, we reported that certain pipe whip restraints had not been installed at Plant Hatch-Unit 2 (See I.ER 50-366/283-46).
By letters dated June 28,'1983 and July 6, 1983, we orovided information regarding circumstances of the finding, corrective setions, and justification for continued operation.
Discussions were held among Georgia Power Company representatives, NRC Region II staff, and NRC NRR staff, including a meeting at Region II headquarters on June 30, 1983 to discuss this matter in detail.
In those discussions and, as stated in our July 6,1983 letter, we concluded that operation of Plant Hatch - Unit 2 (with missing pipe whip
' restraints) to the end of 1983 would not constitute a significant reduction
- in margins of safety.
On September 28, 1983, we met with NRC Region II and NRR management at Georgia Power Company headquarters to present revised, future outage plans for Plant Hatch.
It was stated in that meeting and documented in our October 5,1983 letter to NRR that extensions in time would be needed for completion of certain work, including installation and/or re-analysis of pipe whip restraints, since it 'is our intention to operate Plant Hatch -
Unit 2 into January 1984 before undertaking a major outage.
Later, on October 11, 1983, representatives of Georgia Power Company met with NRR (including Mr. Harold Denton) to explain our overall plans and need for NRC accommodations.
In both the September 28, 1983 and the October 11, 1983
- meetings, NRC management agreed with our plans, subject to further discussions.

We now plan to continue to operate Plant Hatch - Unit 2 into January 1984.
