The General Public Utilities Corporation, which is the parent organization, and Jersey Central Power and Light Company quality assurance program was found to meet the intent of Appendix B, 10 CPR 50, e< cept for three arear.
The JCP&L/GPU quality assurance program is incomplete, in that procedure development is not scheduled and formal approval has not yet been accomplished.
GPU has assumed responsibility for 207 of the total design but has not pro-vided procedures for review of design generated by JCP&L/GPU. The program for procurement document control appears to meet the intent of Criterion IV with the exception of specific guidelines as to what purchase documents will be reviewed by JCP&L/GPU. There was insufficient evidence to make an objective finding under Criterion XVIII in that there was no evidence that audits vould be performed or performed to a definite period.
The concensus of opinion from the inspectors is that JCP&L/GPU have an under-standing of the intent of the 18 criteria and the areas found deficient appcor to be associated with the early inspection with the exception of Criterion III which appears to be the subject of JCP6L/GPU in-house discussion.
