Dear Sir:

Florida Power Corporation (FPC) is submitting this letter in response to the NRC s~.

request in Reference A. 1he NRC requested FPC to provide verification of the plant-specific applicab;11ty of the B&W Owners Group (BWOG) program and results to resolve the pressurizer surge line thermal stratification issue for Crystal River Unit 3 (CR-3).

- The BWOG submitted Supplement 2 to BAW-2127, " Summary Report, Fatigue Stress Analysis of the Surge Line Elbows" in Reference B. This supplement resolves the one outstanding issue of surge line elbow stresses in the BWOG analyses for the Bulletin 88-11. The BWOG thermal stratification fatigue stress analyses are based upon:

1. no interference of the surge line with any other structure,
2. surge line movements within the travel range of each snubber, 3.- ~ surge.line movements within the travel _ range of each hanger._and l

l 4. branch moments at the surge -line drain nozzle connection within l their respective maximum allowables (for Deadweight, Operating Basis l Earthquake, and thermal stratification).

1 U. S. Nuclear Regulatory Commission 3F0692-19 Page 2 The generation of the revised Design Basis transients (for future events) is based on the incorporation of operational guidelines which:

5. limit the pressurizer to RCS temperature difference during plant heatups and cooldowns (imposed with pressure / temperature limits),

and

6. prevent surveillance tests that cause rapid additions to the RCS from being performed with a pressurizer to RCS temperature difference greater than 220*F.

A walkdown of the LR-3 pressurizer surge line was performed to verify item 1.

FPC has calculations available which document Items 2, 3, and 4. Item 5 is controlled by Plant Operating Procedure OP 1038, "Heatup/Cooldown And Operating Curve.s," and Technical Specification 3/4.4.9, RCS Pressure / Temperature Limits.

FPC has reviewed CR-3 surveillance procedures and determined that these procedures will assure that item 6 is met.

The conclusions of BAW-2127 and BAW-2127 Supplement 2 are applicable to CR-3.

A copy of BAW-2127 Supplement 2 is submitted as an attachment to this letter. ,

This submittal completes FPC's actions required by Bulletin 88-11 and Reference A.
