This relates to the Midland Project Quality Assurance Program control over the installation of instrumentation pertaining to the underpinning of the auxiliary building and appurtenances. Based on a telephone conversation on March 19, 1982, between Mr. B. Marguglio and W. Little of this office, we understand that you will:
1.
Immediately suspend all underpinning instrumentation installation until:
a.
Procedures or instructions and approved controlled drawings are developed to prescribe underpinning instrumentation installation activities (i.e., cable pulling, cable termination, instrument installation, and testing).
b.
Plans and schedules are established to inspect and audit installation activities covered by a. above, Region III has concurred that a. and b. above are completed.
c.
(Restart.on parts of the installation may proceed after completing a., b., and c. for that part - e.g. cable pulling.)
2.
Establish measures for the selection and review for the acceptability of purchased underpinning equipment and instrumentation.
