Keppler, Region III, on " Final Report on Potentially Reportable Conditions, Seismic and Structural Design Concerns" Until recently my perception of Geotechnical Engineering Section involvemant in the Seismic Margin Review (SMR) studies was that we would not be involsed because our past safety review efforts had addressed the foundation soil input required in these studies.
Our conclusions on the appropriateness and accept-ability of engineering soil design values had been provided in SSER No. 2 (October 1982) and in testimony for previous ASLB hearing sessions.
Information provided in the above references indicates my perception may not have been correct.
The work by SMA in SMR studies indicates soil layering profiles and soil properties different from what we had previously addressed.
Discrepancies identified in Reference 2 for Safety Concerns and Reportability Evaluations (SCRE) Nos. 9 and 15, now raise concerns on what dynamic soil properties are actually being used in the seismic analysis of Category I structures.

o G. Lear Based on the information provided in References 1 and 2, I feel it is necessary that GES now become involved in the review of SMR studies and be given the opportunitytoattendmeetingsonSMRtopicssuchastheoneheldonApril17, 1984 for the benefit of TERA s review.
By providing a copy of this memorandum to D. Hood, I am notifying Division of Licensing of the need for GES review of the SMR reports and am requesting that copies of SMR Volumes I, III, VII, VIII, and IX be provided to GES for our review.
I would estimate, based on my pre-sent work schedule, that GES review of the ten SMR documents would oe completed by mid-July 1984.
