Dear Mr. Johnson:

Public Service Company of Colorado pro date for the SPDS Safety Analysis Report (posed a tentative submittal SAR) of September 20, 1984 in Reference 1.

The proposed date was based on PSC's understanding that the results of the NRC SPDS Pre-Implementation Audit of March 12, 1984 would be available within 30 days of the audit for PSC to review and take appropriate action.

During the audit exit interview, PSC was informed that only the official audit report represented the final position of the NRC, and that information provided during the audit represented the opinion of the auditors only.

In this respect, PSC has been hesitant to finalize the SPDS safety analysis report.

In a

recent discussion between Mr.

Phil Wagner (NRC) and Mr. M.H. Holmes (PSC), Mr. Wagner indicated that PSC should delay submittal of the SPDS SAR until PSC reviews the results of the SPDS

PSC received the.

"SPDS Pre-Implementation Audit Results for Fort St. Vrain" (Reference

2) on September 18, 1984, four months after the date previously specified by the NRC..

Based on the discussion with Mr. Wagner and the recent receipt of the audit results, PSC is proceeding to take appropriate action on the requests contained in Reference 2.

PSC hereby commits to submitting the SPDS SAR on or before November 14, 1984 along with the schedule for submitting information on the SPDS requested in Reference 2.
