Dear Mr. Collins:

The purpose of this letter is twofold. First, it is to respond to the NRC's Letter (Johnson to Lee, 12-5-83, G-83422) concerning the Control Room Design Review (CRDR) in-progress audit.

to provide the NRC with Public Service Company of Colorado'sSecondly(, PSC's) itis S Safety Parameter Display System (SPDS) Program Plan. It is PSC's understanding (per a conversation between Phil Wagner, NRC and Mike Nichoff, PSC) that both the CRDR audit and the SPDS pre-implementation review will take place during the same time period.

CRDR Audit PSC has reviewed the NRC's comments from the above referenced Ccember 5, 1983 Letter, and will be ready to discuss them during the proposed in-progress audit. PSC proposes that this audit take place during the week of March 12, 1984.

SPDS Program Plan Enclosed is PSC's SPDS Program Plan. This plan basically consists of a synopsis of the regulations for this system as they are interpreted to apply to the Fcrt St. Vrain High Temperature Gas Cooled Reactor.

The plan also includes block diagrams of equipment configurations and the historical basis of PSC's work to date on this system. This plan will provide both PSC and the NRC with a basis to conduct the requested SPDS pre-implementation review.

Since this review did not take place in September, 1983, as originally requested, there may be some impact to PSC's overall integrated Emergency Response Capability (ERC) schedule. After the on-site pre-implementation review, PSC will be able to address the impact this delay has had on our integrated ERC schedule.

PSC proposes that this pre-implementation review also take place /
