(ARNG personnel in civilian clothing) for civil demonstration and security contingency drills if desired.

to support plant security /LLEA drill on Saturday, August 15, 1987.

- Consideration must be given to adjacent Scenario Development Committee property owners and state park visitors during scenario development.
- Drill scenario development will focus on: Scenario Development Committee
- 1. Civil-disturbance.
2.. Bomb threats.
- 3. Attempted protected area

- Each party participating should develop Scenarfo Development Committee drill objectives and scope by i January 7, 1987. .
- The next meeting is scheduled for 10 a.m. Scenario Development Committee ;
on January 7, 1987 in Conference Room C at Palisades. Plant Security, ARNG and LLEA personnel will attend.
- Gary Balcom and Brian Rabideau should SCCote visit the Point Beach Plant in December.
They have conducted 3 similar exercises.
We should learn from their experience in developing ~our scenario.
- NRC may be invited to participate or SCCote observe.
- ARNG needs LLEA to work with their squads SCCote to practice civil disturbance procedures. ;
ARNG asked plant Security to coordinate l effort with LLEA.

- The Michigan State Police will be invited I SCCote 1 to participate in the drill.

- Coordination with the CPCo corporate BRabideau legal staff.
- ARNG plans to use a helicopter for recon BRabideau purposes during the drill. Consideration must be given to restricted airspace over plant.. ARNG neede to know radius of restricted airspace.
- Coordination should be made with local GWBalcom/JRStorey media.
- ARNG asked about possibility of plant GWBalcom/JStorey tours. Arrangements will be made to to support their request.

3 TOPICS RESPONSIBLE INDIVIDUAL There is a need ta establish an operations GWBalcom center for plant Security, ARNG and LLEA decision makers. ARNG also asked for use of plant telephone for emergency purposes during drill. The Support Building was tentatively selected as the operations center.
- Special ID cards may need to be prepared GWBalcom and issued to contractor employees working at the plant during the drill to permit access to the plant owner controlled area (main access road). .
- Palisades Daily Status announcements need GWBalcom to be developed to inform plant employees of the drill.
- Consideration must be given to plant shift GWBalcom change times and impact on drill scenarios.
- The areas adjacent to the warehouse will GWBalcom be used to billed the majority of ARNG personnel in tents.
- Dave Andrews should be contacted to GWBalcom coordinate any environmental concerns. )
- Availability of ARNG medical staff will JR3runet be limited during the drill. ANRG asked about local medical support and were told that the plant has an agreement with two local hospitals that will provide assistance during medical emergencies.

- The Berrien and Van Buren County Sheriff Departments have agreed to participate-in the drill. '
- No excavation will be permitted on-site.
- No alcoholic beverages will be permitted on-site.
- - Water and toilet facilities to be provided :
by ARNG. .
- 300 to 400 ARNG personnel will be on-site to participate in the drill.
- ARNG needs to test their civil defense procedures and wants to reserve August 16th for that purpose. :

June 10, 1987 NRC INFORMATION NOTICE NO. 87-?7: IRANIAN OFFICIAL IMPLIES VAGUE THREAT TO U.S. RESOURCES Addressees:
All nuclear power reactor facilities holding an operating license (OL) or a construction permit (CP), research and nonpower reactor facilities, and fuel fabrication and processing facilities using or possessing formula quantities of special nuclear material.
Purpose:
V This information notice is provided to notify licensees of information received which could be a vague threat to U.S. nuclear facilities. ,
Description of Circumstances:
A recent radio broadcast from Tehran reported that an Iranian official indicated, in a public speech, that U.S. centers, nuclear reactors and other U.S. interests worldwide can be more vulnerable to attack than Iranian missile bases in Iran.
Discussion:
The NRC is monitoring the situation and is in contact with other government agencies as to the significance of this infomation. Based on the information currently available, NRC concludes that licensee action in response to this infomation is not warranted at this time. If additional information is received which changes this position, notification will be made. If you have any auestions, please contact the technical contact listed below.
