LOB 329 Albany, NY, 12248 Email: brabeneck@nyassembly.gov Government Agency Type: State Government Agency: New York State Assembly General Comment As the Member of the New York State Assembly for the 98th District, I am writing to support the License Transfer Application (LTA) that has been filed with the U.S. Nuclear Regulatory Commission (NRC) by Entergy Corp. and Holtec International to transfer Indian Point Nuclear Energy Center (IPEC) and its Nuclear Decommissioning Trust funds to Holtec after the last unit permanently shuts down by April 30, 2021.

The District I represent will be particularly hard hit by the loss of IPEC. My constituents have benefited for decades from hundreds of good-paying jobs, many of which will be lost when the plant closes. I am pleased to learn that Holtec has pledged to retain at least 300 employees whose expertise will be needed during the decommissioning process, and that the company will honor current collective bargaining agreements and work with our union halls.

Notwithstanding Holtecs welcome commitment to local jobs, it is clear that the closing of Indian Point will present a loss to the economy of our communities until such time as the site can be restored to alternative use.

I am pleased to know that Holtecs tried-and-true expertise and technology, coupled with their emphasis on safety, will enable us to plan for future public and private development opportunities by the 2030s. decades sooner than if Entergy were to perform decommissioning.

I urge the NRC in the strongest possible terms to grant the LTA for IPEC. Thank you for your consideration.
