800 Westchester Avenue Suite S-310 Rye Brook, NY, 10573 Email: JRavitz@thebcw.org Organization: Business Council of Westchester General Comment As the executive vice president of the Business Council of Westchester, and as a former New York State Assemblyman, I am writing to support the License Transfer Application (LTA) that has been filed with the U.S. Nuclear Regulatory Commission (NRC) by Entergy Corp. and Holtec International to transfer Indian Point Nuclear Energy Center (IPEC) and its Nuclear Decommissioning Trust funds to Holtec after the last unit permanently shuts down by April 30, 2021.

Holtec is justly world-renowned for its expertise, experience, and innovation. Its unique specialty capabilities in decommissioning will speed the recovery of the IPEC site by decadesfrom a projected completion in the 2080s, should Entergy perform the process, to the 2030s.

This, in turn, will mean recovery for Westchester within a timeframe we can realistically envisionallowing us to plan new opportunities for communities that will sorely miss the jobs, incomes, revenues, and vibrant economic activity that IPEC has provided. The NRCs approval of the LTA from Entergy to Holtec will provide a crucial boost to Westchesters future.
