SUBJECT:

TMI-l STEAM GENERATOR REPAIR REVIEW STATUS By letter dated May 9,1983, GPUN resubmitted its request for a Technical Specification change required to pennit the as-repaired 0TSG to be declared operable. This amendment request is being processed under the "Sholly" procedures. We intend to issue a j

FEDERAL REGISTER Notice setting forth our proposed findings as to whether or not significant hazards exist in the next-!few. days.

Assuming we make a no significant hazards determination, the amendment could be issued upon expiration of the 30 day public comment periodl.

Issuance of this amendment, which is required for plant heatup for OTSG hot functional testing, may become a critical path event in the licensee's restart schedule. We consider it imperative to complete the steam generator repair Safety Evaluation (SE) as quickly as possible.

We understand that DE has completed its SE input, but is holding it pending receipt and review of the Third Party Review Report and the licensee's explanation and conclusions regarding tube leaks discovered during drip testing. The licensee has indicated that it expects to provide these items by about May 17, 1983. We request that DE advise e

us as to when its SE input will be provided to DL. We prefer to have it as soon as possible, but no later than May 20, 1983.

RSB has completed its review and provided its SE input to DL.

RAB has provided input for the onsite and repair dose aspects of its review, and is completing its review of off-site doses. We understand that no additional information from the licensee appears necessary. We request that RAB advise us as to when its remaining SE input will be provided to DL. We prefer to have it as soon as possible, but no later than May 20, 1983.

l If we find a significant hazards consideration exists, then a hearing may Be required prior to issuance of the amendment.

Finally, we understand that the PSRB review is in suspense pending licensee's submittal of tube rupture operatoreguidelines and procedures.

The itcensee has indicated it expects to submit these documents by about May 17, 1983 We request that PSRB advise us as to when it expects to provide its SE input to DL. We prefer to have it as soonias possible, but no later than May 20, 1983.
